Ghost number plates: why the UK system may need an overhaul
2 Oct. 2026 · Steven Jackson OBE, Founder, New Reg Limited
A trade report is calling for a complete overhaul of the UK's number plate system, arguing that so-called ghost plates have become a growing criminal problem that the existing framework is not equipped to handle.
The term ghost plate refers to a registration that exists on paper, or is displayed on a vehicle, in a way that allows it to evade detection or be misused. Because the UK's personalised registration market is unusually large and deeply embedded in how vehicles are identified, the opportunities for abuse are arguably greater here than in most other countries.
For someone who owns a cherished mark, the concern is straightforward: if a registration identical or similar to yours is being used fraudulently, it can create complications around motoring penalties, insurance records and even law enforcement inquiries. The link between a plate and a specific vehicle is the foundation on which the entire registration system rests, and anything that undermines that link carries real consequences for legitimate owners.
The report's call for a systemic overhaul suggests that patching individual loopholes may no longer be sufficient. What form any reform might take, and when it could happen, is not addressed in the report, and no official confirmation of planned changes has been issued. Owners of personalised registrations would be well advised to keep their DVLA records accurate and up to date, and to check promptly if any unexpected penalty notices or correspondence arrive that they do not recognise.
